Increasing Perpetuity and Sustainability of Old-Age Provision by Including Uninsured Freelance Workers into the Statutory Pension Scheme

Based on the Study „Old Age Provision in Germany 2005” (“Altersvorsorge in Deutschland 2005 – AVID 2005”), the authors research into the potential inclusion of further groups of self-employed persons into the statutory pension scheme. The research is limited to self-employed that are not integrated into a compulsary sys-tem of old-age provision and that are, therefore, in need of protection. On the basis of personalized model calculations the authors illustrate that an extension of the protection guaranteed by the statutory pension scheme to phases of self-employment can improve the pension entitlements of the relevant group of persons. It appears that a considerable improvement can only be achieved if the contribu-tions amount to half of the regular contribution.
